Strat.1 Improve the infrastructure at the House.

Specific Legislative Actions
Strat.1 Renovated and upgraded the House of Representatives Chambers for better legislative performance. Key upgrades include Advanced technology systems for live proceedings, electronic voting, and improved connectivity; Improved acoustics to ensure clear and effective communication during debates; and Enhanced seating arrangements for comfort, accessibility, and better visibility.
Strat.2 The House of Representatives has institutionalised an ethical code of conduct for Staff through the bureaucy of the National Assembly
Strat.3 The House of Representatives upgraded its IT hardware and software systems to support real-time digital recording of proceedings and electronic document sharing between Members, staff, and committees.
Strat.4 "The House of Representatives is actively digitising official records, including votes and proceedings, bills, committee reports and activities from plenary using the National Assembly website.
The House of Representatives is institutionalising standardised templates and protocols for reporting on legislative proceedings and committee activities through the Committee on Rules and Business.
Continuous training is provided to clerks, committee secretaries, and administrative staff of the Official Reporting and Hansard Directorate through collaborations with NGOs"
Strat.5 At the commencement of the 10th House of Representatives,newly elected Members participated in structured induction sessions, and has continued to collaborates with the National Institute for Legislative and Democratic Studies (NILDS), development partners and international parliamentary associations to bring best practices and expertise into training programmes that enriches the experience for Members and staff.
Strat.6 The House of Representatives through its Committee on Rules and Business and in collaboration with NGOs has developed an Oversight Manuals to professionalise and institutionalize committee operations and ensure uniformity across oversight activities.
Strat.7 "The House of Representatives through its Committee on Ethics and Privileges enforces the Code of Conduct for Members including conducting investigations and enquiries into legislative breaches
The leadership of the House of Representatives has also enforced docurum of Members through its Standing Orders."
Strat.8 "The House of Representatives institutionalised measures to guarantee the timely preparation and submission of committee reports by incorporating a time limit for submission of reports in its Standing Orders- Order 18 Rule 11(5).
The House of Representatives established a Committee on Monitoring and Evaluation of Standing and Ad-hoc Committees and institutionalized its mandate into the Standing Orders to ensure improved performance and delivery of tangible output from committee activities."
Strat.9 The House of Representatives established a clear mandate for oversight and monitoring through its Committee on Legislative Compliance tasked with the direct responsibility of monitoring the implementation of resolutions and compliance with enacted legislation.

Strat.1 Enhance collaboration with national and international institutions as well as development partners.
Strat.2 Strengthen the legislative support institutions, including NILDS and NABRO, to meet their mandate of building capacity and providing technical support to the National Assembly.

Specific Legislative Actions
Strat.1 The House of Representatives through the PCU is working closely with development partners such as United Nations Development Programme (UNDP), European Union (EU), World Bank, United States Agency for International Development (USAID), UK Foreign, Commonwealth & Development Office (FCDO) and NGOs to provide support for technical assistance for legislative reforms, capacity building for Members and staff and programmes on legislative openness and citizen engagement.
Strat.2 Strengthen the legislative support institutions, including NILDS and NABRO, to meet their mandate of building capacity and providing technical support to the National Assembly.
Strat.3 The House of Representatives actively pursued and passed the bill seeking to establish the National Assembly Budget and Research Office
Strat.4 The House of Representatives through its partnership with NILDs and CSOs is supporting continuous training and cacpacity building for committee staff covering report writing and drafting of committee recommendations, legislative research methods and data analysis, oversight techniques and public financial management, use of digital tools for documentation and communication.
Strat.5 The House of Representatives institutionalised regular reporting of legislative activities by committees. However, there is no publicly available information on the development of specific tracking mechanism for KPIs and milestones

Strat.7 The House of Representatives actively considered and passed the proposed legislation to establish the National Assembly Budget Research Office (NABRO) expected to serve as the in-house research, policy analysis, and budget advisory body established to support the National Assembly's committees in its oversight functions.
Strat.8 The House of Representatives established a Committee on Constituency Outreach and institutionalised its mandate within the Standing Orders, with the objective of enhancing representation, deepening citizen engagement with lawmakers, and ensuring that constituency needs are effectively addressed through the existing network of Constituency Offices.

Strat.1 Strengthen the Committee on Legislative Compliance to track legislative resolutions.
Strat.2 The Committee on Legislative Compliance is operational and involved in tracking House resolutions. However, the House of Representatives has not undertaken major reforms to institutionally strengthen the Committee which still faces challenges of limited resources, weak enforcement mechanisms, Dependence on MDAs' willingness to cooperate and absence of clear sanctions for non-compliance.
Specific Legislative Actions
Strat.1 The Committee on Legislative Compliance is operational and involved in tracking House resolutions. However, the House of Representatives has not undertaken major reforms to institutionally strengthen the Committee which still faces challenges of limited resources, weak enforcement mechanisms, Dependence on MDAs' willingness to cooperate and absence of clear sanctions for non-compliance.
Strat.2 The House leadership and committee secretariats provide basic, manual tracking of high-profile committee activities. However, regular, systematic monitoring and tracking across all committees is not yet institutionalised.
