Strat.1 The House of Representatives has advanced the proposal seeking to amend the Terrorism (Prevention and Prohibition) Act, 2020 to enhance the prosecution of terrorism suspects and facilitate international cooperation in combating terrorism
Strat.2 1. The House of Representatives passed a bill to establish the National Commission Against the Proliferation of Small Arms and Light Weapons to domesticate the ECOWAS Convention on Small Arms and Light Weapons through the establishment of a legal and institutional framework to control the illegal flow of small arms and light weapons within Nigeria
2. Robbery and Firearms Act (Amendment) Bill, 2025 (HB.2221) - passed first reading on 7th May, 2025- Sponsored by Hon. Eze Nwachukwu Eze.
Strat.3 In February 2024, the 10th House of Representatives passed a bill to amend the Cybercrimes (Prohibition, Prevention, etc.) Act of 2015. Among other things, the bill introduced a 0.5% levy on electronic transactions to fund national cybersecurity initiatives, etc.

Strat.1 The House of Representatives has introduced proposed legislation for the establishment of a National Commission for Amnesty Rehabilitation and Reintegration
Strat.2 1. The House of Representatives has not yet passed a dedicated legislation establishing a legal framework to bolster boarder control. However, several motions were moved targeting border control.

Strat.3 The 10th House of Representatives passed bills for the creation of the South-West Development Commission (SWDC), the South-South Development Commission (SSDC), the South-East Development Commission, the North Central Development Commission and the North-West Development Commission.
These legislative efforts culminated in the President signing all bills into law. These creation of this commission potentially will promote more economic opportunites in the geo-political zones especially those affected by insecurity.
Additionally, the House of Representatives has introduced a legislative proposal seeking to establish the National Commission for Skill Acquisition Evaluation Assessment and Certification

Strat.1 Develop legislative frameworks to support community-level peace and conflict resolution mechanisms, promoting dialogue.
Strat.2 Establish legal mechanisms to support and compensate victims of violence and insecurity. This can help communities recover and reduce the potential for revenge attacks.
Specific Legislative Actions
Strat.1 The House of Representatives passed the Bill on the creation of the Nigerian Peace Corps, aimed at promoting peace, unity, and conflict resolution at the community level.
Additionally, the House of Representatives has received and considered numerous motions related to social sector reform and development, many of which pertain to community engagement and conflict resolution strategies.
Strat.2 Although legal mechanisms for supporting and compensating victims of violence and insecurity are not yet publicly available, however, the House of Representatives has different approaches towards providing assistance to victims of violence and insecurity in Nigeria. For example, following the tragic killing of a Vice Principal and a security guard at a school in Danko-Wasagu LGA of Kebbi State on 17th November 2025, the House constituted a high-level delegation led by the Speaker to visit the state government, offer condolences, and sympathize with the families of the victims. During the visit, the House also provided a support package of ₦30 million to the affected families.
